Two people running a Raleigh child care center are now facing charges for not reporting violence against children under their care.
Authorities arrested the owner of Little Life Changers, Belinda McKissick, and employee Takayla Blackmon on Monday for failing to report violence and child abuse against at least three different juveniles.

According to warrants, incidents stretched back as far as three years ago.
Maliyah Milligan first brought her baby to the in-home child care center around 2022, but she only recently found out what happened behind closed doors.
“It was positive and then everything just spiraled,” Milligan said.
Milligan received a video in July of her child from his time there. The video was taken at least a year ago and shows someone dangling a sex toy above her baby’s face.
“These are kids that can’t speak for themselves,” Milligan said. “That’s the very upsetting part about this. They can’t go to their mom and their parents to tell them what’s going on.”
Milligan received other videos recorded within the past three years that appear to show a person slapping a baby at the business, and another where someone issues verbal threats.
WRAL News called McKissick to ask about the accusations, and she agreed to an interview.
“I’ve been a mother for 38 years. I’ve been in child care for 27 years,” she said. “Never have I dealt with foolishness like this.”
Police said McKissick's children are responsible for the alleged assaults for which she faces charges. McKissick confirmed that and told WRAL News she wasn’t present at the time the videos were recorded. She also says other employees had been in charge at the time.
“You cannot put an 8-, 9- or a 10-and-a-half-year-old in charge and expect to say they’re responsible for other little children. That’s impossible,” McKissick said. “‘You’re the teacher on duty.’ That’s impossible.”
Milligan said her disappointment rests in the lack of the owner taking responsibility.
“It still was done, and [McKissick] knew about it, and nothing was taken care of,” Milligan said.
The child care facility has been registered with the Secretary of State every year since 2020.
Records show the facility’s license has been suspended since July 2025, which is around the same time those videos first became public.
